I noticed the tag line under the image reads "double 8". Double 8 was a film stock run through the camera once, and when finished, reversed and the remaing unexposed side run through again. The film was split down the middle and spliced together at the processor. The result was a reel of regular 8 movie film, (not Super-8). The camera may have been a Bolex, a precision Swiss movie camera. Very good and very expensive.

some hints for an answer for the problem of origin
This holiday-movie is filmed in the romantic valley of Rhine in Germany. You can see some Sites/landmarks like the "Loreley", some forts or the cathedral of cologne. The journey by ship ends obviously in Amsterdam (Netherlands).
I do not know anything about the "director", but the landscape is absolutely distinctive.
